What certification is required for product export to the customs alliance countries?

According to the regulations of the Customs Alliance, starting from February 15, 2013, all products under the jurisdiction of the Customs Alliance CU-TR (EAC certification) in the three countries (Russia, Kazakhstan, and Belarus) must apply for CU-TR certification. The logo is EAC. After the implementation of the new regulations, the three countries suspended the issuance of their original independent certification certificates, including the GOST-R certificate from Russia, the GOST-B certificate from Belarus, and the GOST-K certificate from Kazakhstan. That is to say, all three countries must complete the transition from GOST certification to Customs Union CU-TR (EAC) certification by March 15, 2015. Otherwise, normal customs clearance will not be possible. Recently, two more member countries, Armenia and Kyrgyzstan, have been added.

Customs Union Technical Regulations Certificate of Conformity/ Technical Regulations of the Customs Union conformity Certificates for short:CU-TR Certificate)/ TR EAEU is a necessary certificate for customs clearance and product sales. This certificate is a very low product quality requirement, which proves that the product has met the requirements of the product technical regulations set by the customs alliance government, confirmed to be safe, and allowed to be freely sold and circulated within the customs alliance territory.

Certification body: The certificate must be implemented and issued by a third-party certification center authorized by the Customs Union government.

Product testing: must be carried out by a third-party testing laboratory authorized by the Customs Alliance government

The Customs Alliance CU-TR Certification (EAC Certificate) has the same legal effect regardless of which country the Customs Alliance is issued from!

 

Customs Alliance CU-TR Certification (EAC) Certificate of Conformity Application Process

Provide the application form and product information for our review. Once the information is OK, sign the contract and make a 50% advance payment. After the certificate is registered with the Customs Union government and confirmed by COPY, pay the remaining 50%. Then notify Russia to send the scanned copy of the original by mail;

Payment method:

After the contract is signed, a 50% advance payment will be made, and an electronic version of the certificate will be provided to you for confirmation. Once it is found on the government website of the Customs Alliance, the remaining 50% of the payment will be made, and the original copy will be mailed

Certification time:

It may vary depending on the product, and the certificate should be issued within 2-3 days.

Application form, instruction manual or manual, promotional brochures or product photos, ISO9001 certificate or CE certificate; Information of representative companies within the customs alliance - Importer information: (1) Business license of the enterprise legal representative (name, legal address, general manager, phone number, fax, email) - If there is no importer, we can provide customs alliance representative services (generally 5 countries);




 

The use of EAC logo

 

 

 
 

(1) Certified products should be labeled with the EAC logo approved by the corresponding certification system. The EAC symbol cannot be less than 5mm

(2) The EAC logo should be affixed to the certified product by the producer (seller) in accordance with the EAC logo usage license issued by the certification body.

(3) The EAC logo is affixed to the product and/or packaging with technical documentation. The EAC logo should be affixed to the non removable part of each certified product unit. If it is affixed to the packaging, it should be affixed to each packaging unit of the product. The EAC logo can also be affixed next to the label.

If the EAC logo cannot be directly affixed to products (such as gaseous, liquid, and loose items), the EAC logo should be affixed to the packaging. If necessary, it can be attached to labels or straps (used for ropes, cables, etc.) that are accessory parts of the product. The rules for attaching the EAC mark to specific products should be implemented in accordance with the relevant provisions of similar product certification procedures.

(4) When drawing the EAC logo, its color should be different from the background color of the surface where the logo is attached. The method of adding a qualified label to a product should ensure that the pattern of the label is clear, durable against external influencing factors, and that the label is durable within the specified product's service life or shelf life. The production of EAC logo patterns can be achieved through carving, etching, casting, printing, or other methods that ensure compliance with the requirements for the logo.

Selection of 9 Certification Schemes for Product Certification of the Customs Union's CU-TR Certificate of Conformity

1C This plan is applicable to commercial products sold on the territory of the Customs Union. The list of requirements for confirming compliance is as follows:

-Conduct accredited laboratory testing on the samples submitted by the applicant;

-Audit the manufacturer's production capacity;

-Regularly conduct sample testing or production monitoring inspections.

The applicant can only be the manufacturer or its official representative.

The difference between the 2C product certification scheme and the 1C certification scheme is that the applicant must provide an ISO quality management system certificate, rather than a production audit. In addition, both the product and production will undergo regular inspections.

3C and 4C solutions are selected for single batch products (3C) or individual products (4C). These product certification plans for CU-TR requirements only provide quality assurance based on sample inspection protocols conducted in accredited laboratories.

The applicant can be a registered seller or supplier within the customs union.

5C is suitable for mass production of commodity batch certification. But unlike the 1C and 2C schemes, the main focus is not on finished product inspection, but on production control and project document inspection. This certification scheme is applicable to products whose quality cannot be fully confirmed through inspection of finished product samples.


For 5C, the following quality assurance measures are relevant:

-Review project and technical documents;

-Production capacity audit;

-Regularly conduct quality control on products or production.

The applicant can be a manufacturer registered in the territory of the Customs Union or its representative.

Scheme 6C is almost identical to Scheme 5C, and in addition to regular monitoring in production and finished products, ISO quality management system certification needs to be issued by customs alliance agencies.

The 7C certification scheme is designed specifically for the production of large-scale complex products. We are discussing technically complex products with significant modifications, which may include many independent components. The characteristic of 7C and 8C schemes is to receive small samples as type or basic products for inspection, rather than finished products (small sample testing).


The following confirmation form is related to the 7C product certification plan:

-Inspection samples;

-Production capacity audit;

-Regularly inspect samples or conduct production analysis.

Only manufacturers registered within the territory of the Customs Union or their official representatives can apply for certificates under the 7C program.

The 8C and 7C schemes are the same. The difference is that the main control of production is carried out in the form of ISO quality management certification, and the production and samples of products are subject to current quality control.

The 9C product certification program is used for quality confirmation of imported goods supplied in small quantities within a limited period of time. The main product categories certified by 9C are industrial equipment or high-tech components used in production. Due to the fact that this product is typically a non independent element with a complex structure, it has not been certified as a finished product. Therefore, neither professional knowledge of production nor current quality control is carried out, and compliance with safety requirements is only checked through the study of technical data.
